It just proves once and for all that the PL is completely unsustainable. Even a club like Liverpool, with their huge commercial income, can no longer compete at the top. Same too for scum. Another state run club and that's it for the league. I know you like the whole idea of that sort of ownership but it isn't comparable to Liverpool.
Not sure how Dubai would work given there close ties to Abu Dhabi and the UAE.

Never heard of Steve Ballmer.
Was school mates with Bill Gates apparently and got involved at Microsoft very early on.
Most of his cash comes from shares in that apparently.
I'd heard of Mukesh Ambani but only because he popped up once on some crazy things rich people own TV show and it was his house which was worth a bomb.
No idea how he got so rich but seem to remember his Dad wasn't exactly skint.
