All part of the wannabe hard man accessories, an uber aggressive dog with no training or discipline.
Most of the blame has to be with the owner. When the dog attacks someone it should be treated as assault with a deadly weapon and the owner prosecuted as such. Wont happen though

Doubt its nothing at all to do with can't be arsed to spend any money and more to do with DF prioritising who he wants, scouting them thoroughly and ensuring they fit his system and how he wants to play.
