The plan for the stadium has always been to consolidate in the PL, before increasing the attendance. It is not as easy as let's build the new stand now, as we have no fans. All sporting venues always need to have at least one ambulances on site in case of injuries that need hospital attention. Hence the call, early on in the pandemic that all sport should be cancelled, as they were taking ambulances away from where they were really needed.
