There are too many factors beyond our control to draw that conclusion imo.
You need to take off the rose tinted glasses. Bielsa himself said that if the nketiah loan didn't work he would hold himself responsible. Well, he was responsible for not playing him and persisting with bamford even when he wasn't scoring. We are going for proven strikers at the right level who are likely to adapt quickly to our system. There are not many players in that category, and the few that are are expensive and sought after.
To be critical of our efforts suggests that we ought to be finding undiscovered gems in the lower leagues, or abroad. Even if such players exist, they represent a far higher risk, given that we need them to hit the ground running.
As Bielsa has said, we thought we'd solved the second striker problem in the summer with Nketiah. That he chose to leave halfway through the season is not really Bielsa's fault either, given that Bielsa's priority is picking the best team on the day, not developing Arsenal's starlets.
It's easy to be wise after the event, but it seems to me that we are doing as much as we can to bring in the players Bielsa wants, given the limitations of circumstance.
