Lancashire town/football club, wisdom in the motto, association with owls somehow. The primary colours are confusing though..Black and Gold

Just at the top of the shield, a hat, tipped to the left. badge 4 had it too. It is a hat isn't it? Like a circus ringmaster wears? A big top hat.
