Still a couple of weeks to go and a few areas up for debate but if the tournament started next week I would go with:
3 Goalkeepers: Pickford, Pope, Hart
8 Defenders: Walker, Trippier, Stones, Cahill, Mawson, Smalling, Gomez, Young, Rose
6 Midfielders: Dier, Delph, Milner, Oxlade Chamberlain, Lallana (if fit if not Shelvey), Alli
6 Attackers: Kane, Vardy, Rashford, Sterling, Lingard, Welbeck
Starting 11 wise I would probably go with something like this set up a bit like Liverpool no real CDM just a really hard working energetic/tenacious midfield if Lallana is fit enough I would start him as he has been brilliant whenever he has played for England :
